Karavali Development Board Sets Sights on Cricket Stadium and Airport Near Padubidri

At the inaugural meeting of the Karavali Development Board, held on Monday in Udupi, two major initiatives were approved for advancement. These involve the construction of an international cricket stadium and a new airport near Padubidri in Udupi district. Board Chairman M. A. Gafoor made the announcement at a press briefing.

The Karavali Development Board is a restructured body that has replaced the former Coastal Development Authority, and the Udupi meeting marked the first session held under this new format.

Government Land in Nandikuru and Belapu Removes the Key Barrier

According to M. A. Gafoor, government-owned land is available in the Nandikuru and Belapu areas located near Padubidri. This factor offers grounds for confidence that both projects will avoid the challenge most common to Indian infrastructure developments: a shortage of land.

The availability of free government land sets these initiatives apart from many comparable projects, where the acquisition of private plots frequently delays implementation by years.

A World-Class Stadium in Partnership with the Cricket Association

The Board intends to develop the stadium project in collaboration with the Karnataka State Cricket Association (KSCA). The preparation roadmap is as follows:

• appointment of a specialized consultant and development of a master plan;
• collection of expert input through a series of meetings and seminars;
• submission of the completed plan and a funding request to Chief Minister Siddaramaiah at the upcoming session of the Legislative Assembly;
• a request for a special grant to fund the project.

The stadium is initially envisioned on a site of more than 50 acres with a capacity of approximately 50,000 spectators. These parameters may, however, be revised after KSCA representatives conduct an inspection of the proposed site.

The new airport near Padubidri is being considered under a twin-airport model: it is intended to function effectively as a second terminal for Mangaluru International Airport.

The rationale behind this approach is entirely pragmatic. The existing Mangaluru airport has limited capacity for expansion, and establishing a satellite facility could relieve pressure on the current infrastructure.

₹40 Crore in Inherited Funds and an Ambition for ₹250 Crore

The financial dimension of the Board’s decisions involves several sources:

• the previously allocated ₹40 crore originally designated for the Coastal Development Authority will now be transferred to the Karavali Development Board;
• the Board plans to request a minimum of ₹250 crore from the Karnataka state government for the development of 19 constituencies across three coastal districts;
• a separate focus has been placed on attracting Corporate Social Responsibility (CSR) funding from various companies.

MLAs and MLCs (Members of Legislative Council) recommended that priority be given to tourism-related projects when allocating resources. Karnataka’s coastline is widely known for its religious tourism circuit, and meeting participants see the greatest potential returns in this area.

What Lies Ahead for Both Projects in the Coming Months

Upcoming steps include a site inspection by KSCA representatives, preparation of the stadium master plan, and a series of expert discussions. The final proposals for the stadium and the special grant request are expected to be submitted for consideration by the Chief Minister at the next parliamentary session. In parallel, work on the airport concept will continue within the framework of the twin-airport model discussed at the meeting.
